Palmyrah Development Board
The Palmyrah Development Board (PDB), established in 1978, originally operated under the Ministry of Plantations. It later came under various ministries, most recently the Ministry of Prison Reforms, Rehabilitation, and Hindu Religious Affairs.
PDB’s key activities include restoring Palmyrah plantations, enhancing model farms, providing handicraft training, producing Palmyrah products, promoting related industries, conducting research on food and product development, and managing sales outlets known as “Kaphakam“.

To be the national leader in driving the sustainable development and industrial growth of Sri Lanka’s Palmyrah sector, empowering communities, promoting innovative technologies, and ensuring the preservation of Palmyrah’s genetic resources for future generations. Through integrated crop, livestock systems, and research-driven solutions, the Palmyrah Development Board aims to transform Palmyrah-based industries into globally competitive enterprises while uplifting the socio-economic conditions of the communities that depend on it.
Our Mission
Our mission is to foster the sustainable growth of Sri Lanka’s Palmyrah industry by developing cutting-edge technologies, promoting product innovation, and supporting micro to high-tech enterprises. We aim to serve as a repository of Palmyrah genetic resources, transfer knowledge to dependents and industrialists, and enhance crop conservation efforts. Through applied research, community empowerment, and integrated development efforts, we strive to optimize the use of Palmyrah resources, contributing to national economic growth and environmental sustainability.
